Horizontal keyhole for drawers etc.  Eastlake was a promoter of the Arts & Crafts movement.  His shallow incised designs were made to be easier to clean than the heavily embossed Victorian hardware.

Stamped 1 mm (3/64") thick solid brass backplate, which measures 1 3/8" tall x 4 1/4" wide.
